How Do Communities Keep Shared Rules Fair and Consistent?

I've been thinking about how different communities handle shared rules when several people live in the same neighborhood. Things like parking, exterior maintenance, common areas, noise, and keeping shared spaces in good condition can become complicated when everyone has different expectations.

I'm especially curious about how residential communities keep these rules consistent without making things unnecessarily difficult for residents. Is it usually handled directly by an association board, or do communities bring in outside help for the administrative side?

I recently came across the topic of HOA Management in Cibolo, TXand it made me wonder how much difference professional management actually makes when it comes to communication, record keeping, maintenance coordination, and applying community guidelines fairly
.
For those who live in an HOA or similar organized community, what has worked well in your experience? Is clear communication the biggest factor, or are there other things that make community rules easier for everyone to follow?
