Steering feels loose on center – is that the rack or just alignment?

I've got a 2017 BMW 540i with the electric power steering and lately it's been acting strange. On the highway it feels like there's a bit of a dead zone around the center position, but then when I turn into a corner it feels normal again. No warning lights or noises, just that vague wandering feeling that makes you constantly correct. I took it to a tire shop and they did alignment but it didn't change anything. Now I'm wondering if it's something in the steering rack itself like worn internal bushings or a sensor issue.
